Letter: Reverse 911 system requires a dry run

While listening to the news this evening, the water quality problem in Pembroke was discussed. The town tried to alert its citizens by using the reverse 911 technique. It didn’t work! Shouldn’t every community (especially Walpole), try the reverse 911 before it is needed?
