Gov. Deval Patrick’s political committee has a new chief, as Sydney Asbury, his administration’s senior policy adviser, replaces Charlotte Golar Richie at the campaign, senior Massachusetts Democrats said Monday.

Asbury, who advised Patrick during his 2006 bid, also helped the governor formulate his education policy.

Patrick advisers credit Asbury with generating internally much of the grassroots momentum that propelled Patrick to an underdog landslide win three years ago.

The Bowdoin College graduate was executive director of Patrick’s Readiness Project, the forerunner to the sweeping education policy changes scheduled to receive a Senate vote Monday.

Richie joined the Deval Patrick Committee after coordinating intergovernmental affairs for Patrick, succeeding Elizabeth Morningstar earlier this year when Morningstar moved inside the administration.
